Don Surber's odd definition of 'torture.'

Don Surber, who's one of Putz's favorites, writes (in comments):
Waterboarding isn’t torture according to the federal government. This predates Bush. Sorry, you lose.
You know what also predates Bush? Geneva.
No physical or mental torture, nor any other form of coercion, may be inflicted on prisoners of war to secure from them information of any kind whatever. Prisoners of war who refuse to answer may not be threatened, insulted, or exposed to any unpleasant or disadvantageous treatment of any kind.
Sounds like forced simulated drowning is probably out of bounds.

But hey, it worked for the Khmer Rouge.
