“Turning a page” is no more wise than promising a withdrawal target date. If Anbar breaks out tomorrow in violence, surely we will turn back a page to offer at least air support, if not more, to Iraqi forces. The terrorists know that as well as we do.
So, if I follow this correctly, the surge worked and withdrawal means
Bush Was Right and We Won, but it isn't wise to start promising withdrawals because unstable areas of the country could conceivably erupt in violence, like, tomorrow.
