If you ask a Republican -- any Republican -- how they're going to balance the budget and reduce the deficit, they will say "cut earmarks and pork." Which is music to Putz's ears.
If you drill down a little more they'll say something like, "We've gotta stop spending like there's no tomorrow."
But earmarks and pork only account for about 4% of the federal budget, and the public isn't in the mood to cut back on anything else. Republicans know that, which is why they are left with pushing the completely nonsensical plan of tax cuts + pork cuts = balanced budget.
