Archival maintenance, Cheney Style

Given the amount of cash they've siphoned out of Congress and the White House, should Chrysler and GM really be allowed to destroy their archives so that A) the full facts about how stupid and greedy their management was will never be known and B) they can plead ignorance when they do a repeat performance in the future?
