"That Giuliani's pre-Sept. 11 priorities did not anticipate 9/11 is no indictment of his post-Sept. 11 leadership."

In other words, Rudy's decision to place the emergency command center in the biggest freaking terrorist target in the City and maybe the entire United States does not in any way whatsoever diminish his outstanding walking around and looking serious after the Trade Center had been destroyed.
