Why does John Bohener (R-OH) want the terrorists to win?

Today, he proposes a timetable:

House Minority Leader John Boehner put the White House on notice Tuesday that the U.S. should know if the increase in U.S. troops in Iraq is working "in the next 60-90 days" in an interview with CNN.

But on 6/16/06 he was against a timetable:

"Retreat is not an option in Iraq," declared House Majority Leader John Boehner, R-Ohio. "Achieving victory is our only option ... We have no choice but to confront these terrorists, win the war on terror and spread freedom and democracy around the world."
